Can someone please tell me where one is supposed to put the folder containing the vst plug-ins on Windose XP??

Typically it's in

c:\Program Files\Steinberg\VstPlugins

Most of everything I've installed (that has an installer) drops the .dll's there, and I've even seen some installers create that directory if it doesn't exist. If you just have .dll's that you've downloaded, just create that folder and copy them there. You're software should then find them if you have it re-scan for VSTs (unless it does it automagically when starting).
