does anyone know if there is an easy way to make a cutoff control for an oscillator?

Perhaps you could be a little more specific - What kind of oscillator and what exactly do you mean by cutoff?

well to be honest i dont really know what kind of oscillator, its a very simple circuit consisting of two capacitors, a resistor and a transistor wired to one knob for pitch and a power source. by cutoff im looking for that typical frequency cutoff sound that you usually hear when you use a modulation wheel.

Sounds like you want a filter. Based on your description of the oscillator you might like to look for a wha wha pedal circuit. The results will vary depending on the wave shape produced by your oscillator.
