Electronics are capable to produce any kind of musical genre, so also folk music.
So distinctions should be made among the kind of tools to achieve this.

Using an electronic effect on one of the realtime (acoustic) instruments, or using electronics in the post-production.
Or using electronics to create a 'folk instrument'. An electronic ensemble can play 'folk music'. An example :
