Hi, my vco isn't working. I've checked the voltages:

both lm311 and tl072

-14,29 and +13,52

both tl074

+14,86
-14,83

on the long strap wire +4,35

...I've used a polysterene cap instead the silver mica, should it be polarized or not?

Hi

it doesn't need to be polarized.
Your measurment are OK. Have you checked with an oscilloscope what you get on the 220pF cap (CCool.

I've checked and just random signal...I used j111 instead j112..and normal resistors..not 1%...should it be a problem?

J111 is Ok and even better than J112.
Use 1% resistor where specified (this is important for stability and goodness of the waveshapes but cannot be the reason for the problem).
