've built up the schematic according to the typical connection diagram(Running on +/-12V). I haven't connected pins 1, 2 or 12 as I just want to control frequency at the moment.

There doesn't seem to be any way to tune it to 1v/octave tuning. The scale pot only seems to make it go sharp or flat by a few cents. What can I change to get the v/octave scaling? At the moment the difference between 2v in and 3 volts is about a third of an octave in frequency.

on the off chance that the unconnected pins are required to be connected in order to satisfy the circuitry inside, i'd try connecting them as per the diagrams and see if that helps before anything else.

What could I connect them to though? Apart from the triangle shaper they are all inputs.

This is true, and whilst it's doubtful the resistor and cap on the linear cv will make any difference, it maybe worth trying. Are you absolutely sure everything else is connected properly?
