mfos 16 step sequencer not sequencing

Subject description: done some fixes and it stop sequencing.

I will start from the beginning. I finished 16 step sequencer and I power it with 15v. I placed 4013 the wrong way and it burned out. I replaced it with a new one and the sequencer worked fine. I can speed it up or slow it down. Led indicator for speed was also working fine. the other LEDs didn't work and the CV out was ranged around from 6.5 to 7.5 volts. Pots had very little effect on the CV.
I realised that i installed the LEDs the wrong way so I fixed the LEDs. The ground wire was missing for the pots os I ground the pots. The ground wire of the sequencer board was not properly soldered so I fixed that to and Now CV Ranges 0-7.3v with all the pots working and LEDs work fine too but its not sequencing anymore.
I can change the steps by pressing the push buttons forward or backwards but no sequence. The speed LED indicator is on all the time.

Could a burned out 4013 damage some other ICs? Or is there a common mistake that can make it not sequence?

I would appreciate any help/advise.

I changed 4013 again and speed pot and it worked. I guess it was the bad potentiometer...
