Seeking programmer for Cage-esque gate module

Hi, I am looking for programming help to produce a eurorack module based on Cage's principles of Indeterminacy. I build modules professionally (analogueresearch.com) but have never dabbled in digital, and I think that might be the easiest route for the module I want to do.

The Source of Indeterminacy (SOI) would be a 6hp wide eurorack module with 1 trigger input and 14 gate outputs/LEDs. The outputs are grouped in three sections, all triggered by the same input. First section would be a coin flip, only one of two gates may be active at a time. Second section would be a die roll, only one of six gates may be active at a time. Third section would be I Ching with six outputs that each have a random probability of being active, to model the hexagrams. Each section is reset on trigger input.

I've only done cursory research into suitable ARM platforms, like a Teensy. Are there any low cost options that can do 14 outputs (up to 8 simultaneous)?

As I said above, I build eurorack modules professionally, so I can handle the hardware aspects, panel design, etc. If the collaborator(s) want to keep this non-commercial/open source, I am totally open to that. I basically want a handful of SOI modules for a music piece I'd like to do, and thought maybe there were some other synth folks who would be interested. Any help appreciated, even if it is just a link to point me to where to learn to do Arduino stuff on my own, or if someone else has already made a similar module?
