Subject description: In software tool - use audio sample, convert audio to midi and control midi instruments?

Is there a way to take a sample and do a real time audio to midi conversion and have it control other midi instruments?

Can Digital Performer, Reason, or Ableton do this, can I control midi instruments with a sample of someone singing?

(pardon a beginner here, I couldn't find this in the search)

Yes that is possible. Maybe you can use a VST plugin like one of these with your existing sequencer/DAW. Here's a stand alone variety. You can also try to google for "Audio to MIDI" to find more, there's quite a few possibilities out there, but also a lot of info to sift through. Note that I don't have experience with this, I just saw that your question had been unanswered for a while... Hopefully other members have some more precise suggestions and experience with this and will chime in.
