16 Step Analog Sequencer inconsistent step sequence

I just finished wiring my 16 step sequencer and I'm having a bit of trouble with the "Use Mode" setting.

Putting the "Action Step" on 5 I have the following:
When I have it set to "Stop" the steps go 1-2-3-4-5 and 5 stays lit.
When I have it set to "Reset" the steps go 1-2-3-4-1-2-3-4-etc.
When I have it set to "Reverse" it goes 1-2-3-4-5-4-3-2-1-2-3-4-5-4-3-2-1-etc.

Putting the "Action Step" on 16 I have the following:
When I have it set to "Stop" it stops on 16 and stays lit.
When I have it set to "Reset" it goes 1... ...13, 14, 15, 1, 2, 3... etc
When I have it set to "Reverse" it goes 1... ...13, 14, 15, 16, 15, 14, 13... etc.

So something is different from the other settings when "Reset" is selected. Any advice on how to address this? I thought it was a wiring problem with the rotary switch, but it seems like the other settings would be affected similarly. So I'm pretty lost.

It makes sense to me for it to repeat from step 4 because that would fulfull 4/4 time, but it seems a little off for the switch to be on #5 for it to reset to #4. Is this just the way it is designed?
