Im sure its simple but im going to tackle this ASAP and im not sure i completely understand what is happening in the circled section.

That's all power protection. 100uF caps near the power input, and normally the smaller ones would be bypass caps near the power pins of all the ICs. Kind of strange it only lists two. The inductors are likely Ferrite Beads, which are debatable in their usefulness, but somewhat common. They can be replaced by 10 ohm resistors or jumpers. The 10 ohm resistors are basically there to burn out if you have a dead short on one of the rails, and cut the circuit.

The inductors are there to block EMI.
The caps are there to smooth out ripples.

It's basically a filter to make the power rails as clean as possible.

thts what I thought-so I might replace it with a lopass hifi/speaker-type filter or nothing or some other thing that functions similarly?
I dont have a lot of inductors,ferrite, inductors, etc-that kinda thing
