MFOS 16-Step Sequencer voltages/troubleshoot

Hey DIYers

I've been turning my head on Ray's 16-step sequencer for a week or so now...can't get the clock to run! Hoping someone out there might have working voltages for me to refer to.

what I HAVE done...
reflowed all pads, checked diode/cmos orientation, confirmed all documented voltage (ie. gnd, +/-12v) for shorts and checked pulses coming from switches, confirmed wiring.

what it's doing...
no clock, forward/backward/start.stop controls nonfunctioning, though pulses are apparent at their respective destinations

I've replaced the cd40106 responsible for the clock function, and I've got a new set of cd4013b chips coming to test.

i'll post some pcb shots when I get home tonight.
