Subject description: having trouble determining the expected in/out behavior

I have a standard 16 step sequencer and it works as expected, i think.
Internal clock out works / Trigger works
External clock works and is mirrored on Clock out.
so my standard sequencer seems right.

I just acquired a newly built Vari-clock which seems to have issues, but reading Ray's build notes i cant get clear understanding.

it definitely as is , not performing useful clock functions.

Clock IN - only normal clock operation- no Q clock

Vari clock as master -
Clock OUT - sends Q CLOCK OUT

Update: additional info
the Sequencers' INTERNAL CLOCK seems to be completely isolated, from external. it operates independently when EXT CLOCK is connected, it keeps on as if nothing is connected and outputs internal clock ; while functioning with the EXT CLOCK timing connected.

The NON Vari Clock version that i built, does not do this , it clocks internal, and when EXT CLOCK is connected it syncs to that, and outputs that timing through the CLOCK OUT

This makes it impossible to use Vari clock synced to other devices
This cannot be as designed? i've got to figure this out.
Thanks for any input

I saw and read Skrog's Posts about his happenings with this build. talked to him a little, and will make the change to the switch to see if i can get the sequencer to play nice with others.
