Yikes, that is shocking - I mean, the circuit has the potential to shock. Be very careful around tubes that have those little caps on the top. These are usually for the plate voltage - often quite high - several hundred volts. If you get across these points in the circuit and ground, you will certainly get a nasty shock - even a fatal one.

I would certainly keep a healthy distance from circuits that look like this.
