when you look at the schematic r18, r19, and r20 say pad 1 pad 2 and pad3?
so i wired mine this way saying this is weird but whatever.. now r18 works counter clockwise, r19 clockwise, and r20 there is a faint sound only in the sweet spot. i probaly wired r20 wrong and i need to take a second look to see how i have it. im at work now about to stop home and take a look.

the main question is why does it say pad1 pad2 and pad3?

I believe the label "PAD" is in reference to audio padding, or Power Attenuation Device. They're there to attenuate the input audio. The labels on Thomas' schematics generally refer to the function of the control.

Yeah, I'd check out the wiring on those pots....
