Does the Sync input allow a clock signal to be inputted, so the LFO wave can sync to the clock's tempo?

It might , actually I've never tried though, but it's basically one of the interest of having a sync input.

The sync function restarts the LFO at the start of its cycle. If the LFO's free-running frequency is close to the clock frequency, then, yes -- the LFO will sync to the clock's tempo at a 1:1 ratio.

If your LFO's frequency is higher than the clock frequency by an integral amount, then the LFO runs in sync with the clock at 1:2, 1:3, 1:4... depending on the ratio between the LFO's frequency and the clock's frequency.

Additionally, one can use a sync'd LFO as a simple envelope generator. For example, you can use an LFO's rising sawtooth wave to open a filter. The sync assures that the LFO starts at the beginning of its cycle when when a trigger is received (from a keyboard, for example). Thus, the filter will "open" on every key press. This kind of technique is handy when you have all your envelope generators tied up and you need another one.
