You have projected a veiw on to me which is the opposite of the truth, I could not be a more humble person. If I come accross arrogant it is egocentricity in jest protrayed stereotypically because I am a mad scientist and I have a sense of humour. You have formulated a false opinion about me and certify it vehemently without any knowledge of who I am or what kind of a person I am. I hope it can be seen why this might make you look presumptuous.

back to our regularly scheduled program.
my problem is solved cheers
or in other words I've successfully extracted my cranium from my anus Embarassed

after I had a few beers this evening (Great Lakes Dortmunder) I sat down to DRAW Laughing my schemo by hand and thats when I discovered my error.
You see here, even though I had a 1K load resistor on my outputs I stupidly had my LEDs wired to ground in parallel to the 1K load. So it made the LOAD resistor void (thus my infamous moniker rings true again - but thats another story).
so yes the chips were drawing too much current and then "locking up" Rolling Eyes which is why they ran fine on 4V and no more (the clocks via 40106 would lock up when V was over 8V because they were hooked up to these little current gluttons I reckon)
So now that I have 1Ks BEFORE the LEDs to ground its all working fine up to 15V!

sorry for all the upheaval Mad
And if any of you are ever in the greater Cleveland Ohio area look me up or PM me and I will buy you an awesome micro brew (or other fancy beverage) for your trouble Very Happy as well as bend your ear with more humorous stories of my mishappening life (like how I got my dorky name) and well all have another laugh. I'm really glad the mystery is solved, nevermind the drama, I was really curious to see what was the cause of the problem with your CMOS. Now they are behaving you can get on with the task at hand; abusing them!!

Hear hear! I'll put this drama behind me now, or below me at the bottom of a bottle of whiskey Wink I've said my piece.

FYI every time I have a circuit problem it is something just like this. One tiny wire will be one pin out of place or something will just be wired up slightly ajar.
I'm surprised how hardy some of these CMOS ICs can be, I recently shorted and miswired my 4516 counter ... but it's fine Shocked

Glad you found the trouble bro. I'm trouble shooting a faulty module myself and I' sure it'll come down to some goof on my part. My two kids leave me pretty brain dead by the end of the day; just the right time for soldering eh?
