I have always subscribed to the theory that there is no such thing as a stupid question.

The 4017 is a digital circuit, a decade counter. A Tremolo is an analog effect that varies the volume of a signal with an oscillator. To make a Tremolo, use a VCA and an sine or triangle oscillator. I don't see with the 4017 would be appropriate. If you wanted to do an exercise to see if it is possible to see how to use the 4017 in a Tremolo circuit, I guess you could come up with all kinds of ways, but why?

Then forget the chip and turn the volume knob up and down rapidly when you are playing or listening to music. If that is impractical, then rapidly cover and uncover your ears.
