I have swapped all IC's with a known working VCO one by one and still no luck.
Power to all IC's seems fine.
replaced the J112 transistor.

Not a sound - very frustrating!

Just put DVM across PSU. Measuring almost 500mA across the -15v to +15v rails.
More important, just noticed the transformer is rated for 250mA.... Confused I guess that's not good!

I have just started populating the board for my ADSR module and notice that the JPEG and the PDF are slightly different.
