I think the fine tune is usefull to tune it when it self-oscillates so you can use it as a 1V/Oct VCO.
So yeah, for general use you probably won't need it.

the 1uF filters the lower frequencies, and usualy have a somewhat higher inductance while the 100nF takes care of filtering the higher frequencies
