Are you powering the CD4016's from the same 5V as well ?
Since you are using an arduino you could also do a simple test to see what happens when you turn all the 4016 switches off.

This jacks have the ground ring pin on the side. I tested for continuity and the tip is not grounded.
Also double, triple checked the pots. I did the pin 1 ...
