Give STM32CubeIDE a go, it has integrated STM32CubeMX - which is their graphical software for generating template code. You can set your clock sources, DMA, GPIO pins and much, much more - and you get code that you can use directly by just adding what you need. Using the Arduino IDE with STM32 micros is a hack and it's several times slower than programming for it directly. The IDE is also based on Eclipse, so you get a quality software environment that's ready to go out of the box. With the ST-LINKv2 clone you get debugging (breakpoints and watches), if you mod it (just have to solder onto one of the pins) you can get full debugging with trace support (that is, a live graph of your variables).
