16 Step Sequencer: doubt about binary random

hi everybody.
i am trying to make some modifications on the 16 step sequencer on MFOS.
1- Add pattern random binary
2- Add master/slave binary count
I've been studying the schematics for a few days, but i can't understand how the CD40193 loads the incoming binary number.
I am simulating the schematic on PROTEUS, but in proteus i need that the pin 11 (LOAD) of the CD40193 change from HIGH to LOW to update the output binary number. In the schematics the pin is connect to +12 or gnd.
I know that the sequencer works but can figured out how it does !!

According to the datasheet of the CD40193 it doesn't need a transition.

These counters feature preset inputs that are enabled when
load is a logical ''0''

So making pin 11 low will cause it to read the preset inputs.

i think that my mistake is that in PROTEUS the load only works with the transition... maybe its a software error..
