Can you do this with the MOTU Timepiece? I want to tap out a tempo on my Behringer FCB-1010 and need a device to convert that into MIDI clock data that I can send to my synth and effects modules.

Not sure about MOTU Timepiece, since I don´t have anyone myself. But if you couldn´t/can´t perhaps MidiSolutions products could be of help?

I believe it´s possible to get one of these (in the link above) "modified", so it would accept CC# as well as an tap tempo input...

I think you can set a relay in the 1010, then connect 1/4" cable from relay output to pedal input of the timepiece. Then in Clockworks (MOTU config software), set the pedal to create a beat clock...

I accomplish this with an FCB1010 but in an indirect manner. You can do this too if you have similar equipment.

My FCB1010 sends data to a looper (a Looperlative LP1). The Looperlative outputs MIDI clock based on the length of the Master loop. Additionally, the LP1 allows me to set the number of beats per loop.

Thus, I start the Master Loop, count off a measure, then end the loop. As soon as I end the loop, the LP1 starts to output MIDI clock that is perfectly aligned to the loop.

Another technique is simply to send the MIDI tap command (I think it is CC #20, but I'm at the office and can't check it from here) directly from the FCB1010 -- it accomplishes the same thing as tapping a front panel button on your device.
