Consonant and dissonant??

Hi there, just wandering if anybody knows why we can percieve harmonic progressions that are both consonant and dissonant?

Any response would be greatful.

We can perceive BOTH harmonic progressions that are consonant AND harmonic progressions that are dissonant?

We can perceive harmonic progressions that are BOTH harmonic AND dissonant?

There is already another topic on this question that goes at great length speculating on what the question might mean. Nobody knows even the direction to go in.

I still beleive it´s simply a bad question and should be rephrased before answered.
