The CD4517BE can still be used as an 8 stage shift register.
Instead of single steps, you get each step per 16.

You wire a common clock to both sides and data goes to one side
and the data of the second side is fed from Q64A.

So you tap Q16A, Q32A, Q48A, Q64A, Q16B, Q32B, Q48B, AND Q64B

The CD4517BE also has a built-in Schmidt trigger on the clock input.

Write Enable is held low for both sides.
