I got them nos surplus; However, Allied has the same ones, but only in black and for 1/8" shaft. They are all .5 diam.

I'm planning on buying the bigger, frequency-type knobs from Allied, which they have for 1/4" shaft. They're kinda steep at about $3.50 US each, but I won't need many.

Since this is designed for Frac is there any reason it wouldn't work for euro if the proper rails are used? The dimensions should be the same (they are both 3U formats), correct?

I thought Frac were taller (like 4U), and most Euro modules are far too deep for any kind of folding case. You really need modules with PCBs parallel to the faceplate (like the Cwejman ones) to make a folding case worthwhile. Unless you want a very un-portable folding case, of course...

Most euro modules made in the last year or so are fairly shallow with PCBs parallel to the panel. Frac and euro are both 3U. The difference between them is that euro has the mounting holes close to the edge of the panel and frac has them inset so they use a different kind of rack rail.
